The Self-Generated Electricity Act Explained: How It Could Lower Electricity Bills in the Philippines

 


During his 2026 State of the Nation Address (SONA), President Ferdinand "Bongbong" Marcos Jr. called on Congress to pass a proposed measure known as the Self-Generated Electricity Act. The proposal immediately caught the attention of homeowners, businesses, and renewable energy advocates because of its potential to transform how electricity is produced and consumed in the Philippines.

But what exactly is the Self-Generated Electricity Act, and why does it matter to every Filipino?

What is the Self-Generated Electricity Act?

The Self-Generated Electricity Act is a proposed law that aims to give Filipinos greater freedom to generate their own electricity using renewable and other distributed energy systems.

Instead of relying solely on electric distribution utilities, individuals, businesses, schools, farms, factories, and even entire communities could produce electricity for their own consumption.

The proposal is expected to support technologies such as:

  • Rooftop solar panels

  • Small wind turbines

  • Micro-hydroelectric systems

  • Biomass energy

  • Battery storage systems

  • Other distributed energy resources

The main goal is simple: empower consumers, reduce electricity costs, and strengthen the country's energy security.

Why Is This Important?

The Philippines has long struggled with some of the highest electricity prices in Southeast Asia. Rising fuel costs, increasing demand, and dependence on imported energy sources continue to put pressure on consumers.

Allowing more people to generate their own electricity could help:

  • Reduce monthly electricity bills

  • Ease demand on the national power grid

  • Encourage the use of renewable energy

  • Improve energy reliability during brownouts or emergencies

  • Reduce dependence on imported fossil fuels

Simply put, the proposal shifts consumers from being electricity buyers to becoming electricity producers as well.

What Could the Law Allow?

Although Congress has yet to finalize the bill, the proposed measure is expected to include several consumer-friendly provisions.

1. Easier Installation of Solar Panels

Homeowners and businesses could face fewer permits and simpler approval processes when installing rooftop solar systems or other self-generation facilities.

2. Faster Grid Connection

Those who wish to connect their systems to the local electric utility may benefit from faster interconnection procedures.

3. Better Net Metering Opportunities

If your solar panels generate more electricity than you consume during the day, the excess electricity could potentially be sent back to the power grid.

Depending on the final implementing rules, consumers may receive credits or compensation for the excess energy they contribute.

4. Reduced Bureaucracy

The government aims to remove unnecessary red tape that discourages investments in renewable energy systems.

5. More Investment in Clean Energy

A clearer legal framework could encourage more households and businesses to invest in renewable energy technologies.

How Could This Benefit Ordinary Filipinos?

Imagine installing solar panels on your roof.

During sunny days, your home could run primarily on solar energy instead of buying all its electricity from the utility company.

If your system generates excess electricity, you may be able to export it to the grid and receive energy credits, helping reduce future electricity bills.

Self-generated electricity can help:

  3. Approval by the Senate

  4. Signing by the President

Only after completing these steps will the measure officially become law.

Sa mga nakaraang taon, mas naging usap-usapan ang PAX Silica sa Pilipinas. Para sa ilan, isa itong oportunidad upang mapalakas ang ekonomiya, makalikha ng trabaho, at maging bahagi ang bansa ng lumalaking pandaigdigang industriya ng teknolohiya. Para naman sa iba, ito ay nagdudulot ng pangamba dahil sa posibleng epekto nito sa kalikasan at sa mga komunidad na maaapektuhan.

Ngunit ang tunay na tanong ay hindi lamang kung maganda o masama ang PAX Silica. Ang mas mahalagang tanong ay kung paano ito pamamahalaan, sino ang makikinabang, at kung mapoprotektahan ba ang kapaligiran habang isinusulong ang pag-unlad.

  • Talaga bang susundin ang environmental laws?

  • May mananagot ba kung magkaroon ng paglabag?

  • Magagamit ba nang tama ang buwis at royalties?

  • Matutuloy ba ang rehabilitasyon kapag natapos ang proyekto?

Kapag mababa ang tiwala sa pagpapatupad ng batas, nagiging mahirap para sa publiko na tanggapin kahit ang mga proyektong may potensyal na benepisyo.


Ang Papel ng Politika

Natural na nagiging bahagi ng usapin ang politika.

May mga politiko na sumusuporta dahil naniniwala silang makatutulong ito sa ekonomiya.

May iba namang tumututol dahil sa environmental concerns o dahil sa pananaw ng kanilang mga nasasakupan.

Mayroon ding mga pagkakataong pinaghihinalaan ng publiko na ang ilang desisyon ay maaaring maimpluwensiyahan ng pansarili o pampulitikang interes. Gayunman, hindi makatarungang ipagpalagay na pare-pareho ang motibasyon ng lahat ng politiko. Ang kanilang mga posisyon ay maaaring mag-iba depende sa ebidensiya, sa batas, at sa pananagutan nila sa publiko.

Sa isang demokrasya, mahalaga ang transparency upang mapanatili ang tiwala ng mamamayan.


Ang Mas Malaking Tanong

Ang tunay na tanong ay hindi:

"Magmimina ba tayo?"

Kundi:

"Ano ang gagawin natin sa silica?"

Kung mag-e-export lamang ang Pilipinas ng hilaw na silica, limitado ang halagang mananatili sa bansa.

Ngunit kung magkakaroon ng kakayahan ang Pilipinas na magproseso ng silica tungo sa mas mataas na antas ng manufacturing, mas malaki ang potensyal na:

  • kita

  • trabaho

  • teknolohiya

  • kasanayan ng manggagawa

  • pandaigdigang kompetisyon

Bagama't nangangailangan ito ng malaking puhunan, imprastraktura, at mataas na antas ng teknolohiya, ito ang uri ng value-added industry na mas nagbibigay ng pangmatagalang benepisyo.


Ang Balanse sa Pagitan ng Pag-unlad at Pangangalaga sa Kalikasan

Hindi kailangang mamili lamang sa pagitan ng ekonomiya at kalikasan.

Ang tunay na layunin ay ang responsable at napapanatiling pag-unlad.

Kabilang dito ang:

  • mahigpit na pagpapatupad ng batas

  • independiyenteng environmental monitoring

  • malinaw na konsultasyon sa mga komunidad

  • patas na pagbabahagi ng benepisyo

  • sapat na pondo para sa rehabilitasyon

  • pananagutan kapag may paglabag

Kung maisasagawa ang mga ito nang maayos, mas tataas ang kumpiyansa ng publiko at mas magiging balanse ang pagtingin sa proyekto.


Konklusyon

Ang PAX Silica ay hindi simpleng usapin ng pagmimina. Ito ay bahagi ng mas malaking pagbabago sa pandaigdigang ekonomiya kung saan lumalaki ang pangangailangan para sa silica dahil sa Artificial Intelligence, semiconductors, renewable energy, at modernong teknolohiya.

Kasabay nito, mahalagang kilalanin ang mga pangamba tungkol sa kalikasan, kabuhayan, at pamamahala. Ang hamon ay hindi lamang kung paano kukuha ng likas na yaman, kundi kung paano ito pamamahalaan nang may pananagutan, transparency, at pangmatagalang pananaw.

Kung magiging responsable ang pagpapatupad at kung ang Pilipinas ay makakalikha ng mas mataas na halaga mula sa sarili nitong likas na yaman sa halip na mag-export lamang ng hilaw na materyales, maaaring maging mahalagang hakbang ang PAX Silica tungo sa mas matatag na ekonomiya at mas mataas na antas ng industriyalisasyon.

Sa huli, ang tagumpay o kabiguan ng proyektong ito ay hindi lamang nakasalalay sa dami ng silica sa ilalim ng lupa, kundi sa kalidad ng mga institusyon, sa tiwala ng mamamayan, at sa kakayahan ng bansa na pagsamahin ang pag-unlad ng ekonomiya at ang pangangalaga sa kalikasan.

A Teen Jumps Off a car 'Naked' in Mandaluyong, Philippines



Footage showed a Toyota Camry stopping briefly near the corner, its right front door opening, and the teen falling out from the car.
 It was not immediately clear if she was pushed out of the car or if she managed to jump out of the vehicle.
Witnesses said the girl was about 17 years old and reportedly worked at an eatery.

A talent is a talent and it is maybe inborn or acquired. Sometimes it comes from an unxpected person hehehe. I was awakened by the sound of guitars early this morning. I opened the windows and the curtains of my room (at my bhauz) and outside I saw a group of young looking boys happily singing together. I listened to them closely for about 20 minutes and I cant help but appreciate such a talent (english songs mga kinakanta nila)  and the way one of them sings mesmerized me. His name was Jhong and he is 15 years old(sabi nya) Together with my BFF miss Lam Mores, we asked permission from them to let us videotaped them using my tablet notebook. Guess what! Mahilig ba kayo sa RC cola? Ito ang pinaka mabili na softdrinks ngayon dito sa pilipinas dahil sa pinaka mura at hindi rin naman tinipid sa lasa... Yun nga lang dahil sa pangyayari na ito hindi na ako iinom ng RC cola at pinagbawalan ko na rin ang mga kasama ko sa bahay, makikita nio sa video na may lumulutang na dalawang uod na katulad ng maggots.... Jefferson Manayao is believed to be the boyfriend of  Iya Mendoza which he named on his Facebook status. According to his post on his Facebook profile, Mendoza sent him photos of her with another guy, inside Manayao’s car.  She did this while the former was away, working on a ship. Added insult to injury was how the girl’s relatives deny and told Manayao that the pictures are not substantial evidences that she is having an affair. The post went viral to the point that it reached almost 4,926 shares (as of writing) and 100+ comments from different social media users and affected parties as well.

Pinay Teen Continues to Wow judges on X-Factor Australia 2014 Bootcamp

But three Pinoys get booted from the show

MANILA, Philippines - Filipina teenager Marlisa Punzalan continued to wow the judges of The X Factor Australia.
At 14, the shy schoolgirl is the youngest contestant on The X Factor Australia.
On the Boot Camp episode, her mentor Ronan Keating assigned Punzalan to sing "Never Be the Same" by Australian singer Jessica Mauboy.

"What we're missing is the performance element, like you bring the audience in... Just feel the song, you're Marlisa, the international superstar," Keating told her.

Punzalan said she worked hard to improve her performance. "I've been working really hard last night on my movement and I just want to impress Ronan and show what I can do," she said.
Punzalan showed she took Keating's advice to heart, when she gave a heartfelt performance of "Never Be the Same."

A man died after being bitten on the chest by his older brother in Hamtic, Antique PH.

Bite mark on the chest of victim Ronnie Sisa. The bite mark was inflicted by Ronnie's older brother, Randy, during a fight.

Ronnie Sasi, 22, died after fighting with his brother, Randy, in their residence in Barangay Buhang.

According to the victim's father, Ronnie was trying to stop his brother, 
who was drunk, from punching their mother.

Randy, 32, then bit his younger brother on the chest. 

Ronnie died after the brawl while Randy was placed under arrest.
In jail, Randy admitted to biting his brother but said it was self-defense.
''Ginapos nila ako. Kinagat ko siya dahil hindi ako makahinga,'' Randy said.
Authorities have yet to determine the exact cause of Ronnie's death.
Doctors suspect that Ronnie suffered a heart attack during the brawl.
They are also considering Ronnie's medical history. 
They noted that Ronnie had donated his kidney and was asthmatic.
Randy is currently detained at the Hamtic Police station.
 He is facing a parricide charge.

3 Filipinos on board crashed Malaysian flight


SCHIPHOL (2nd UPDATE) - There were 298 people, including 154 Dutch nationals, on board the Malaysia Airlines flight that crashed in strife-torn eastern Ukraine on Thursday, an official from the carrier said.
"There were 283 passengers and 15 crew members on board the plane," Malaysian Airlines vice president Huib Gorter told reporters at a press conference at Amsterdam's Schiphol airport from where the doomed flight had taken off.
He gave a preliminary breakdown of the passenger's nationalities, saying: "154 were Dutch, 27 were Australian."

In addition, 23 others were from Malaysia, 11 were Indonesian, six were British, four were German, another four were from Belgium, three were from the Philippines and one was Canadian.
Around 50 passengers remained unidentified, Gorter said.
Air traffic control lost contact with the Boeing 777-400 around 14:15 (12:15 GMT) near the Russian-Ukrainian border, the Malaysia Airlines official said.
Flight MH17 took off from Schiphol shortly after noon and was supposed to land in Kuala Lumpur at around 06:10 am local time, Gorter said.
Malaysia Airlines will send a team to Ukraine on Friday to help with the investigation.
Another airplane will also be made available to grieving relatives wanting to visit the crash site, Gorter said.
Questioned about the cause of the plane crash, Gorter said: "At this stage we are still looking at it from the viewpoint of being an accident."
Earlier, shocked and crying relatives were shielded from the press as they arrived at Schiphol to be taken to a special gathering area.
They were later escorted from the airport and taken by bus to an undetermined destination, Dutch news agency ANP reported.
