Tanim-Bala Scam Resurfaces at NAIA: Authorities Take Swift Action

 

The infamous "tanim-bala" (bullet-planting) scheme has once again reemerged at Ninoy Aquino International Airport (NAIA), reigniting public concern over airport security and passenger safety. This latest incident has prompted immediate action from the Department of Transportation (DOTr) to prevent further abuses.

Recent Tanim-Bala Incident at NAIA

On March 6, 2025, 69-year-old passenger Ruth Adel was allegedly targeted by security personnel at NAIA. She and her family were about to board their flight when officers from the Office for Transportation Security (OTS) approached her, claiming that an "anting-anting" (amulet) with a bullet was found in her luggage.

Despite Adel’s insistence that she was carrying no such item, the security personnel insisted she come with them for further inspection. However, she refused as she was about to board her flight. Later, they presented an X-ray image showing a bullet in a similar-looking bag, but Adel pointed out key differences—such as her bag lacking the keys shown in the image.

Government’s Response and Action

In response, DOTr Secretary Vince Dizon announced the immediate dismissal of three OTS personnel involved in the incident. Dizon reaffirmed the government’s strict stance against such misconduct, stating:

"We will not stand for any abuse. Any abuse will be met with the same result and the same swift action from us."

Dizon also issued a public apology to Adel and her family, assuring them that preventive measures are being reinforced to protect passengers from similar scams in the future.

A Recurring Airport Scam

The "tanim-bala" scheme first gained infamy in 2015 when airport security personnel were caught planting bullets in passengers' bags to extort money from them. The controversy led to widespread outrage and stricter security protocols. However, this latest incident suggests that elements of the scam may still be present within the system.
